Applicants must not be related to any member of the selection committee or substantial contributors to be eligible for awards. The applicant must be enrolled full-time at a College or University, provided the school attending is an accredited four-year college or university in the greater Virginia Tidewater area.  Minimum second-year students only will be accepted. All applicants must be college sophomores or juniors at the time of application. Classes in progress at the time of application cannot be used towards the one-year minimum completion. Transcripts at the time of application must reflect a one-year minimum of coursework completed based on a 30-semester hour equivalent.  Candidates must have a grade point average of at least 2.5 on a 4.0 scale.
